Banging, bonfires and scaffolding mean HMO rules come in too late for Whyteleafe woman

Oh dear, it sounds like one of our Whyteleafe neighbours is having a bit of a rough time with some disruptive building work and bonfires! It's a shame that some new housing rules won't be helping her out with this situation. Let's hope things calm down soon for her.
